You link only one lapis in armor!!!
How to link lapis in to armor and weapon:
-Find a blacksmith
-Click on reapair weapon
-Click on link lapis
-Drag the lapis in the slot
-And click to extract button
How to more chance to link lapis:
-Normaly you have 16% link to lapis
-To increase your chance to link lapis are few things:linking hammer,operation hammer,lucky charm and waiting for bless of goddes
